William (Bill) BarneyCo-CEO, RCOM, and Chairman & CEO, GCX
Bill Barney is the Co-CEO of Reliance Communications and Chairman & CEO of Global Cloud Xchange.
A veteran of the telecommunications industry, Mr. Barney’s career spans more than 15 years in Asia.
Mr. Barney was appointed CEO of Reliance Communications (Enterprise) in March 2015 to oversee the Enterprise, IDC and NLD (National Long Distance) businesses in India in addition to his role as Chairman and CEO of Global Cloud Xchange (GCX).
Since January 2014, Mr. Barney has served as CEO of Reliance Globalcom, which later rebranded as GCX. Under his leadership, GCX has entered a new stage of growth and expansion with a successful debut in the international capital markets and the launch of the company’s next generation content and Cloud delivery platform across India and globally.
Earlier Mr. Barney served as CEO of Pacnet for 10 years –leading the company’s successful acquisition of regional ISP, Pacific Internet, which operationally merged with Asia Netcom and re-launched as Pacnet in January 2008. Under his leadership, the company achieved industry-leading growth and won numerous accolades from industry and media organizations. In 2008, Mr. Barney was named CEO of the Year by Telecom Asia and voted Best Asia Pacific Telecom Executive by readers of CommsDay in 2009.
Prior to Pacnet, Mr. Barney served as Asia Pacific President and CEO for MCI Worldcom (Verizon) where he led the company through a three-digit growth phase. Earlier Mr. Barney was Vice President of Global One (Orange Business Services), where he managed operations in the Middle East, South Asia and Africa. Mr. Barney began his career with AT&T, where he held a number of leadership roles in both international and domestic sales.
Across the telecom and technology sectors, Mr. Barney has been an advocate for regulatory and industry change and a major proponent of Cloud Computing and Open networks. His leadership also extends to 6 years on the Board of Governors for the Pacific Telecommunications Council.
Mr. Barney received his MBA from Columbia University in addition to a Bachelor of Arts degree from Wesleyan University.

Rory ColeChief Financial Officer
Rory Cole is Chief Financial Officer of Reliance Communications (Enterprise) and Global Cloud Xchange (GCX) and has overall responsibility for global financial planning, management and strategic initiatives. He previously served as Chief Operating Officer of GCX’s Data and Voice business units focused on providing services to Carriers and ISPs globally.
Mr. Cole has vast experience and a proven track record of radically improving the financial and operating performance of large multinational telecommunications companies.
His extensive experience in complex corporate and financial restructuring includes that of MCI/ Worldcom, where he was Chief Financial Officer of MCI EMEA, a division worth $3.5 Bn. He has also played a major role in Verizon’s acquisition of MCI where he was Chief Operating Officer for Verizon Business’ International business unit. This unit operated in 85 countries and had annual turnover of $4.5 Bn.
Rory holds a bachelor’s degree in Accounting and Computer Science from Ohio State University.
Wilfred KwanChief Operating Officer
Wilfred Kwan is Chief Operating Officer of Reliance Communications (Enterprise) and Global Cloud Xchange, responsible for global operations, engineering, product and IT.
With more than 25 years of senior management experience in telecoms operation, software development, integrated circuit design, product development and network planning, Mr. Kwan joins the company from Pacnet where he served as Chief Technology Officer for more than ten years. A seasoned engineering and operations professional, Mr. Kwan successfully led key strategic projects ranging from implementing network expansion to launching new products and managing post merger integrations of various entities.
Prior to Pacnet, Mr. Kwan served as Director of Operations for WorldCom Asia Pacific, responsible for overall operational efficiencies such as MTTR, on-time delivery and operations cost. He has also held various management positions with Global One, Lucent Technologies, Motorola and Nortel.
Mr. Kwan has an MS in Electrical Engineering from Cornell University, where he also received his undergraduate degree in the same discipline. Additionally, he has an MS in Financial Management from the University of London.
Lorain WongChief Marketing Officer
Lorain Wong is Chief Marketing Officer of Reliance Communications (Enterprise) and Global Cloud Xchange, responsible for global marketing, communications and media/analysts relations.
Ms Wong joins the company with over 25 years of marketing, communications and media experience, most recently as Vice President of Global PR, Corporate and Internal Communications at HTC. Earlier she served nine years as Senior Vice President of Marketing and Communications at Pacnet where she established and built the company’s corporate identity across Asia Pacific, leading to key industry recognitions.
Ms. Wong also served as head of marketing and communications for Qwest Asia and Global One Asia Pacific. Her earlier roles include Director of Partnership Marketing and Director of Communications for AT&T Global Consumer Services in Southern California.
Ms. Wong began her career in television news and has produced and reported for a number of ABC and CBS affiliates in the United States. She has a degree in Journalism from the University of Texas at Austin, where she also pursued graduate studies in media law.
Gina HaspilaireChief HR Officer
Gina Haspilaire is Chief Human Resource Officer of Reliance Communications (Enterprise) and Global Cloud Xchange, responsible for the company’s HR and Facilities management.
Ms Haspilaire joins the company with more than 25 years of experience in general management, global strategy, business development, sales and marketing, HR and customer services. Most recently, she was Vice President of Sales for the Americas (Canada, USA, Mexico, Brazil) at HENKEL, Adhesive Technologies. She also served more than 10 years as Vice President & Managing Director, Enterprise Sales for Pacnet where she covered the Americas and Europe, ranking her business unit in the company’s top 3 for 9 consecutive years.
Earlier, Ms Haspilaire served as Principal, International Technology Practice at executive search firm, Heidrick & Struggles where she led an array of consulting services focused on senior leadership recruitment, assessment, and retention. Her extensive telecoms background originated from AT&T where she served for 14 years in various leadership roles including Director of Customer Service, Director of Enterprise Sales, Director of Investor Relations, Strategic Planning Manager for the CIO and Computer Software Engineer at the former Bell Labs.
Ms Haspilaire received her MBA from Columbia University and a BS in Mathematics / Computer Science from St. John’s University in New York.
Vanina de VerneuilGeneral Counsel
Vanina de Verneuil is General Counsel of Reliance Communications (Enterprise) and Global Cloud Xchange, responsible for global corporate and legal affairs.
Ms. de Verneuil joins the company with over 10 years of experience representing corporate and financial institutions on a variety of capital markets and M&A transactions. She has led award-winning transactions in the government sector as well as for social media and OTT organizations. Ms. de Verneuil has broad-based legal experience in transactions in the Americas, Europe and Asia and is also fluent and has worked in Spanish, French, English, Mandarin and Portuguese..
Prior to joining Global Cloud Xchange, Ms. de Verneuil was a senior corporate lawyer at Shearman & Sterling LLP in Paris, Hong Kong and Beijing. She began her legal career at Simpson Thacher & Bartlett in New York.
Ms. de Verneuil received her J.D. from NYU Law, her B.A. from Duke University and completed Wharton Business School’s Executive Education in Strategy and General Management. She also obtained a diploma in European Legal Studies from the University of Paris X in Paris, France.
Braham SinghSVP, Global Product Mgt
Braham Singh is SVP of Global Product Management, responsible for the global product portfolio across Reliance Communications (Enterprise) and Global Cloud Xchange. In addition, he will also manage the company’s National Long Distance (NLD) and Data Center businesses.
Mr. Singh joins the company with over 30 years of telecoms experience, most recently as Vice President & Senior Advisor for International Business at Hutchison Global Communications (HGC). He also served as head of the company’s OTT Services, where he was instrumental in the development HGC’s global infrastructure sales including that for data centers, content delivery network, cloud and cloud connectivity services. Over the years, Mr. Singh delivered a solid record in driving HGC’s growth across global markets.
Prior to HGC, Mr. Singh was CEO at the Red Snapper, a Malaysian government funded initiative to promote wireless broadband in the country. Mr. Singh also served as COO of PCCW Global (formerly BtN Access) where he was the business unit’s first employee and instrumental in setting up the business. This is in addition to earlier leadership roles with Hutchison AT&T, Sprint International, Global One and Teleglobe International.
Mr. Singh started his career as a C programmer on PDP11s and rose from the ranks. He has several technical articles and one book to his credit. His second book, “BGP Games” is scheduled to be out in 2016.
Fabrizio CivitaresePresident, Asia Pacific
Fabrizio Civitarese is President of Asia Pacific for Global Cloud Xchange, responsible for driving sales and business development across the region.
Mr. Civitarese joined Global Cloud Xchange (formerly FLAG Telecom and Reliance Globalcom) in June 2000 as Strategy and Corporate Development Director for Asia Pacific. Since 2002, he served as Vice President of Sales for the region and was instrumental in delivering significant growth to the business.
With over 22 years of experience in the telecommunications industry, prior to joining Global Cloud Xchange, Mr. Civitarese held various senior positions in the Telecom Italia Group in Italy and Europe and led projects in the Middle East and South America.
Mr. Civitarese holds a First Class Honors Degree in Economics with major in Business Administration from the University of Rome, Italy.
Mark RussellPresident, Europe
Mark Russell is President of Europe for Global Cloud Xchange (GCX), responsible for developing and executing all corporate strategies and operations across the European region.
Mr Russell joins GCX with over 25 years of telecom and technology experience, most recently as Director of Global Accounts for Netapp Inc. in London where he doubled revenues in his first year and achieved top vendor award from HSBC against all global vendors. Prior to Netapp, he served as Vice President of Global Sales and Acting CEO for Empower Interactive, a UK-based software company that provided messaging solutions to the mobile industry.
Mr Russell’s extensive telecom experience include 8 years in senior sales management roles at MCI (now Verizon Business). Under his leadership as VP and Managing Director of Asia Pacific, the company won Best Asian Call Centre award for 3 consecutive years and achieved significant revenue growth across the region. He also served 10 years in sales leadership positions with Cable & Wireless in London where he achieved sales growth for the company across enterprise markets.
Vineet VermaPresident, Middle East & Africa
Vineet Verma is President of Middle East & Africa (MEA), responsible for leading the company’s growth and corporate strategies across the MEA region.
Mr. Verma joined the Reliance Group in 1996 and held various leadership roles across the business in operations, product management and business strategy. Most recently, he served as Head of Strategy and Corporate Development of GCX, where he focused on identifying and evaluating organic and inorganic growth opportunities across the company, as well as leading key strategic initiatives and building long term partnerships in the MEA region.
Earlier, Mr. Verma served as Head of Product and Managed Solutions of GCX, where he was responsible for driving product development and managing the global operations team. He was also instrumental in leading the transition of various functions in the integration of the former FLAG, Vanco and Yipes businesses into GCX.
Mr. Verma is an engineering graduate from Indian Institute of Technology in Roorkee, India and has completed the Executive Management Program from Indian Institute of Management, Bangalore, India.
Thomas GowenPresident, North America
Thomas (Tom) Gowen is President of North America for Global Cloud Xchange (GCX), responsible for leading the company’s growth and corporate strategies across the United States including wholesale and enterprise markets.
Mr. Gowen joined GCX in 2015 as VP of Engineering for North America with more than 25 years of experience in network and data center sales, sales engineering, product development and operations. Prior to GCX, Mr. Gowen was Director of Services Integration for NTT where he led key strategic projects including next generation research and development for Software-Defined Networking, Elastic Services Infrastructure, new security technologies and new Cloud Orchestration and Data Center technologies.
Prior to NTT, Mr. Gowen held various Engineering roles for global telecom companies including Orange Business, Telstra and other US local exchange carriers. He is an active member of various Networking and Data Center groups including NANOG and the Open Networking Foundation.
Mr. Gowen holds technical certifications covering the full range of the IT Service Management spectrum, including networking specializations from Cisco and Juniper, data center and cloud specializations from VMware and EMC and security specializations from Palo Alto, Checkpoint, and Logrhythm. He attended Southern Illinois University.
